Stealth Bombers

When I send out a stealth bomber to attack an enemy city, it seems to either destroy a city improvement or attack an enemy unit garrisoned in the city. Whether it does one or the other appears to be random. This is unlike artillery which will attack units exclusively until all of them have been redlined.

Is there a way that the bomber can be instructed to try to attack the units and avoid the city improvements? Basically, to instruct it to behave like artillery?

Nope. You can make it target only city improvs, using the Precision Strike button, but as far as focusing on units, you cant.

The only air unit that can do this is the F-15. It has stealth attack (like a sub) so you can select what unit you want to attack.

Precision Strike isn't initially available, you need to upgrade thru Smart Weapons (IIRC).
