Steam Error: Application Load Error 5:0000065434

I recently installed AND with the installer and i installed the mcp with the installer. If i load the mod after starting the game it loads correctly but not with MCP. If i try to use the launcher the error i wrote occurs. Please help, i want to play with the MCP.

Update: After activating the MCP in the launcher it works, but still only after loading the MOD manually after starting the game.
