Steam won't start because of no internet connection.

I tried to start Civilization V today on a computer that has no internet connection.
It tried to install an update, then told me I have no internet connection and gave me the option of playing on offline mode. So I choose that option and it gives me an error that steam can't connect online, and Steam doesn't open.
 
For future reference, do not try to "update" without an internet connection. It seems you cannot even change user accounts (steam) without a connection. You have to start steam in offline mode (everytime) as the user the game is registered to in order to play Civ V. Steam does not have to "run", but it will prompt you to stay in offline mode. You also need to make sure the game does not "auto check" for updates.
