Stone Works on Plains

Can anyone confirm if Stone Works can be built when the city is on Plains? I can't find anything in the XML that would prevent it, and in my mod it can be built when the city is on Plains, and I don't think I changed anything related to it.

I thought the restriction was that the city couldn't be surrounded by plains.

I can build it in cities surrounded by plains too. But I'm too lazy to check it in the unmodded game, although I'm pretty sure it works the same way. So if someone can confirm it, we have a bug - the description says it can't be built in plains, while actually it can.

I can build it in a city on plains, surrounded by plains. There's no restriction, although, according to the Civilopedia, there should be.
