If they gave it another +2 or +3 faith per turn and the ability to buy missionaries -- there could be situations where getting it instead of a holy site makes more sense.
I think Stonehenge would be fine if the AI just didn't prioritize it as much as they do. It's not like the AI need any help getting prophets, and if they ignored Stonehenge it would serve it's designed purpose - providing an alternate path for a human to get one.
In my experience it's often built by AIs that were almost certainly going to get a religion anyways. Painful to see Arabia or Russia building it...
