Strange bug on producton selection

Dear fellow players,
In a current game I have encoutered a strange bug: my cities (once completing building an improvement or unit) select production for next turn all by themselves! In preferences I have "always build a previously built unit" ON, "ask for selection after unit construction" also ON, Governer for new cities by defailt - OFF. But my cities are still producing whatever they want, and I have to spend lot of time micromanaging my cities! Otherwise, they all switch to longbowmen and worker construction (while I need infantry by now).

Also, in every newly conquired city I have to answer "Are you sure you want to manage citizens of that city yourself?" - every time!

That sound strange - I have never seen this before in any other game. This is Conquests, 1.22.
Any tips? Is it a combination of the "preferances"? But why? Up until previos game all the selected functions worked all right!

if you want to build infantry, "always build previously built unit" in the preferences should be checked.
 
I turn off build previously built unit. Turn on ask after unit is built and ask after build something else.

This way at the start of every turn my cities cycle and stop at each city that finished something. This way I don't build anything I didn't pick.

This is very nice in the late game when you have 100+ cities.
 
In the governor screen, turn off everything for all cities. In the preferences, leave 'always build previously built unit' on but turn off 'ask for build orders after unit construction'. This should solve your problems, but I can't be sure.
