Strange looking resources from the game

Hello guys. I'm a big noob to mods. I just extracted all fpk files using Nexus and was going to take a look at the icons for the civs because i was thinking about how to make icons for new civs that have the same look. To my surprise what i found looked like this:

There are some dds files that looks rights but there are also many that have this same look. Is this correct? How i can "fix" that file so i can take a better look at it on my image editing programs?
 
I believe the DDS files are a non-standard format, so importing images through the Nexus tool will apparently spit out these files, but as far as I'm aware there's no tool currently for converting the ones already there to a readable format.

I guess the idea being that the DDS files are replaced in mods as opposed to modified.

For the time being, at any rate.

(I may be wrong about that, but I'm sure I read something to that effect somewhere)
 
Some of the texture DDS files open fine in Paint.NET. See this thread.

I just spent - and I kid you not - two hours unscrambling one of these icons. And I don't know if I got it exactly right.

I used no methodology other than taking it apart and reassembling it like a jigsaw puzzle. It's clear that they simply ran a programatic scrambler on it, and just run the thing in reverse to get it back out.

For all I know these 4 shapes are actually different layers that need to be mixed with the correct opacities/filters to make the finished, correct icon. Or maybe they're CMYK channels... just thought of that...

I picked one that looked like it would be easy, like I could already almost make out the shape of the icon. Looking at the original scrambled image it almost looks like you could just rearrange a few horizontal slices to fix it, right? Took much more effort than I expected for very little payoff.
