strategy layer

Playing ROM 2.9 , and when I try to use the BUG strategy layer I get an error message (always 6 times) that blocks the screen and overlays on the turn based messages. It is an error of strategy layer INI file. I can still play , but any help would be appreciated

ROM is very outdated and no longer supported.
It has a modmod: AND
...that has a modmod: AND2
...that has a modmod: COM
