Stuck on Create screen

When I try to log onto the internet and I go to create an account, I fill out all the info required and click create account, When I do the graphics just lag for a second and then it starts workin again (the clouds on the earth in the back stop, and then move again) And It just stays on this screen, won't let me log onto the internet.
