Subverting

How would I go about subverting enemy cities if they are under a Democracy? Is there a thing I can do to make them overthrow their government?
 
Nope, you cannot subvert cities or units in a Democracy!
Simply not possible.

The solution would be to get some cities into civil disorder, i.e. destroy the happiness buildings. Once there are more unhappy than happy cities, the government will collapse. At that point you can easily bribe all the cities you want. :yeah:

There is a possibly very sneaky thnig to do, if the circumstances are just right. You can induce the gov't to change. As it does, you can usually do some bribing.

1. If you are powerful and ready to wipe out most of the enemy in a couple or three turns, and if you have Fundy and the AI does not, you can gift the AI Fundy. Assuming the AI is facing assault & fighting, it often prefers Fundy, and Fundy cities are bribe/subvertable. But the AI will pile up money quick, so bribe while it is cheap!

2. Put caravans/freight on enemy roads/RRs. The AI does not like his, and will eventually attack... and do a revolution before the attack!! You can often use Explorers, Dips, & Spies, too. But I usually have lots of Freight, and don't mind using one to trigger the fall of an AI. :)


Both the methods may take a little time. If you want to subvert rightnow, you're out of luck against a Democracy.....

If your democratic neighbor has built Michelangelo's Chapel or Women's Suffrage in a city other than their capital, take that city over (by force, since it is the only option that you have :ar15: ). The democracy is less viable without those wonders, and may revolt! :p
 
Sadly, causing a few cities to fall into civil disorder has no effect on the AI. An AI democracy is immune to the gov't collapse. I once used a stream of spies to keep an AI democracy's cities in disorder for dozens of turns, never once did their gov't fall.

The best way to get them out of democracy is to get them to instigate war with you. Not removing units from their territory, demanding tribute, that sort of thing. The AI will often switch to a more war-friendly gov't if it plans to attack you.
 
When the AI changes gov to fundy, its a very good indicator that he is about to attack you! Even if your fighting via a democracy, the AI likes to use fundy for war.
