Sudden Mouse Scrolling problem

After playing civ5 for many months, I'm having a sudden problem with the mouse cursor not being able to scroll the map. The map simply refuses to scroll. Fortunately, I can still scroll using arrow keys, so I can still play, however haltingly. At first I thought this must be an option I must have inadvertantly deactivated (or whatever). But I've tweaked every option I could find to no avail. A search of this forum turned up nothing. Anyone have any feedback or suggestions?

Have you changed from full screen to windowed mode? In windowed mode, you have to click on the edge of the map to get it to scroll.
