Suggestion: add Kashgar/Kashi as a spawning city state

What I said in the title. There's always a big empty spot in the Tarim basin where Kashgar goes and it seems like such a waste of tiles given the spot it can be settled is a plains tile, meaning it can be settled but it's surrounded by desert tiles, meaning it can't even be reached by settlers. It gives China and Mongolia something to aim towards and fill the map a bit. I just don't see why not add this so if anyone could venture a reason why not I'd be happy to hear it.
 
There is Turfan and Marakanda already, one of them should be removed then?

In practice, neither Turfan nor Marakanda ever seem to fill in the space that Kasgar would even if both were administered and thus benefit from the culture output of a playable civ; and I don't see why not make the region more dense as opposed to keeping the region to just two CS.
 
Each unit, each city, makes the game lag more after some turns. That's why I never play the later eras.
Were there unit caps for RFC 4? I think the capped number of units each nation can field should reduce lag.
 
There is the code for Kashgar in that location, yes. It's commented. I think I got rid of it when shrinking the map size, thus reducing the CS in the area from 3 to 2.

The copper and sheep right across the mountains above kashgar are not reachable from Marakanda and Turfan. This makes it hard for China and Mongolia to contest Russian acquisition of these resources. Plus, I felt the area looked empty and it would look better with an extra city state.
 
Mongolia is harmed by the trash cities it has to start with. If I understand correctly this would be an additional one.
