Suggestion for making whales useful

on a more serious note, i think whales should be made available earlier. also maybe you should have the option to stop using whales, say +1 with enviromentalism but no boats on them (hope you understand that)

They should give +1extra food and commerce.

They could add some extra culture. Whaling is considered national symbols for some of the whaling countries and you could have an extra UN resolution to abolish whale hunting.

With the addition of Forest Preserves in BtS, whales could produce commerce and/or happiness. Whale tours are popular in some places. When whales become obsolete, the whaling boat should go away, then when you can "farm" the whales for happiness/commerce, you have to send out a new work boat.
