Suggestion re: Honor Tree

Hey Thal, just testing out your most recent Beta Release &, though I like most of the changes to the Honor Tree, I feel that Professional Army & Spoils of War are around the wrong way. After all, historically speaking, Professional Armies are a fairly recent thing.

I agree and did have spoils earlier for a while. However, gameplay works out better in this order. The Roman Republic did also have a standing army as early as 100 BCE, so it's not too farfetched from a realism perspective either.
