[R&F] Suggestions: Concepts and Ideas

So I want to see some new concepts in the Civilization series, preferably in the next expansion of Civ VI, or perhaps mod:
- Civil wars.
- Non-aggression pacts.
- Neutrality (Like Switzerland in WWII).
- World War: triggered as an emergency when more than a certain amount of civs declaring war in each other, or forming sides, which you can decide to join in either side or declare neutrality.
- Voluntarily army. (You can send units to help a certain civs in a war without declaring war on the oppose civ, though will result in a decrease in the relationship between you and the oppose civ).
- Treaties including economic (something like NAFTA,...); military (NATO); or a group nations (such as EU, ASEAN,...).
- Foreign investment (Investment coming from the AI or Human player to improve the infrastructure of a certain civs, result in a better relationship).
A lot of these are inspired by Paradox grand strategies xD
 
I like a lot of these ideas (especially as a Paradox player myself so I’m biased :-P)

-Civil Wars: they have already partially accomplished this with free cities and loyalty, but this is a system that could be very much improved on. As a tag onto this, I think a partisan/guerilla unit would be of great interest to this kind of warfare.
-Non-Aggression pacts: I like the idea of these, so long as they are say “abide for at least X amount of time” and then after than, while the pact is still in effect, it can be broken by surprise war only, but for heavy diplomatic penalties (obviously), and Normal casus belli can be used again after the pact expires (so that way they aren’t complete war blocks for 30 turns, or something, which would just be OP)
-declare neutrality: with the new casus belli and diplomacy system, this should be an option. Attacking a neutral nation would be risky, and other players bordering the attacked nation would get casus belli on the attacker, and there could be severe diplomatic penalties otherwise.
-World Wars: Yes, but they really need to fix how the AI weights and joins emergencies for this to work since, as of right now, emergencies often have only 1 or 2 people at most, and usually one of those members is the player.
-volunteer armies: I’m not opposed to this, but I’m not quite sure how this will work very well in Civ without some sort of restrictions to prevent players from severely abusing this and constantly waging shadow wars (which, no doubt, would be both fun and maddening).
-massive treaty organizations seems like something that is less suited to Civ simply because of the number of players in the world being so limited. However, I do think that the “embargo” option should return, where two nations sign an agreement to cancel trade deals and refuse to conduct trade deals with a third party, including sending trade routes.
- foreign investment would be difficult to work with for Civ without a huge mechanics change. I know it’s not a great solution to just funnel gold to the AI and hope they use it for wise purchases, and we get a taste of it with trade routes/policies allowing additional production, but I’m not quite sure how that can be added as of yet.
 
I think foreign investment can work like a district, or a special assigned industrial zone (like Free Economic Zones in the world), where you can apply certain policies that is different from the policies of your central government.
Example like a specialize commercial district, tourist district, innovation/science district (Like in the game City: Skyline).
