In a recent game as a dominant democracy with restarts turned on I had five different civs opt to give me an excuse to declare war even though my senate had enforced peace (despite having the UN). Two opted for sneak attacks (one had a warrior suicide against a cavalry and the other had a horseman suicide against a cavalry on a river).

What I found interesting though was that the other three each opted to have a diplomat steal space flight. I'm not sure what they were going to do with it since they only had about ten techs each (from their restarts). How3 often have others seen a technologically challenged sub-size-8, city-state AI opt to steal space flight when it was available?

Almost all the time. As soon as I have spaceflight the other civs try to get it. Before spaceflight they don't steal techs that often. I guess they do it because otherwise they will lose (the game) also when you're spaceship lands and the only change is attacking or getting those techs themself. We know they still have no change to win.

Thinking about it, this game (using a purple civ for a change) went faster than my usual ones and thus I had not yet gotten to the point of making the AI civs pets. Thus they actually had a chance to build diplomats before getting them sabotaged. My other recent games I've been in a peaceful war state (declared war but the only real war activity was using spies to reduce the city size of the unit-less AIs and to eliminate partial builds - you lose the occasional spy but the lack of actual battles still allows you to garner the peace points even during the war and the state of war means that your government won't fall if your spy is caught).

About the only other time I've had AIs take space flight was in my earlier games when the AIs were still strong enough to make that a somewhat realistic tech to target.
