Normally there are no limits to summons, they just disappear the next turn so you can summon another one. It changes when you got the summoner trait, then your summons stay for 3 turns, instead of one[so you can have 3 from one summoner]. Also some summons get they duration prolonged if they win a fight.
Those were the normal summons like air elemental, etc.
Now, skeletons are a permanent summons. They are capped on the amount the spellcasters that can cast the 'summon skeleton' spell that you have. That means if you have got 4 adepts with death mana then you can summon 4 skeletons max BUT all 4 skeletons can be summoned by the same adept!

No, these are handled the same way as all the other permanent summons. Of course, you can't summon more than 9 units capable of summoning Treants (4 High Priests of the Leaves + 4 Druids upgraded from Priests of the Leaves + Yvain). You can get more than that from the Ljosalfar world spell though. Treants created by the world spell or spawned to defend their ancient forest home do count towards the limit.
I believe I've read that the calculation as to how many units can summon a permanent summon only takes promotions into account, not religions. If this is true, then you are actually allowed to summon a Tiger for every unit you have that has Channeling 2 and Divine, including priests of all religions and all units upgraded from priests. The same goes for Treants, except that High priests abandon you when you switch religions so this can't actually be exploited to allow for more Treants.
As currently implemented, Grigori Medics have Divine and Channeling 2 and 3, so they can cast Cure Disease and Heal. This means they count towards the total number of possible casters for both spells. They can also randomly be asigned a religion present in the city that builds them and they are not a national unit, so the Grigori do have unlimited use of divine spells including summon Tiger and summon Treant.
