I just thought of this really great idea which I'll never get to use.

What if you gave guerillas the diplomatic flag. If the AI race was made rich, it'd bribe back every city it lost unless you had enough forces to kill every guerilla that appears on the turn you take a city.

Kobe, you scooped me! Reading some odd tip sheet called "Mixing and Matching Land, Sea, and Air Unit Abilities" ;), got me to thinking of odd combos. So, about a week ago, I decided to use the spy/guerilla combo to set up an instant peasant revolution. Rebelling units are individually weak, but with Guerilla Warfare, it takes a lot of troops to subdue them. Plus there's the danger of a city full of your units getting bribed.

I didn't get as far as testing. How frequently will an AI civ bribe back a city? What encourages the AI to bribe? Do Barbs ever bribe?

I haven't tested this yet but I was planning to use it for the replicator race in my Stargate scenario. My best guess is if a non barb AI is very rich (say 10,000), they bribe cities once in a while. Of course they might just bribe individual units or steal techs.

Barbs have no money so they never bribe.
 
if one would create a scenario about Vietnam or about the Maluku or Java rising against the Dutch colonizator, this could be used I think. One must make the units obsolete at some point though, otherwise winning is impossible. The goals would be to survive and find the key to efficiently fight the enemy.
