Surprise Time Victory?

I was playing my 2nd game when suddenly another civ won a time victory. I always remove time victory from every game I play, I was happy when I saw that there was no turn off time victory on the advanced options, because I thought that the time victory was removed. But it is still in the game and I can't turn it off.

Any ideas of how to turn it off?

Edit: I was playing on Sputnik, Quick and Small.

That's weird, but the Civ BE manual on steam explicitly stated that a time victory would be in 500 turns.
