SW Trade Port trick?

What is it? I have seen it mentioned in passing in several posts but can't find a concise explanation of it. Does SW stand for South West ... ?
 
post a link, because I can't remember reading it either, and I frequent this the CF-Civ3 forums a lot.
 
Is Molesworth talking about setting up a small wonder, which enables air trade?
They way that works is no trade by sea or air is allowed between civ's until this small wonder is built.
Once Civ A builds that wonder Civ A can trade via air with other civ's that have built this wonder. The caveat is any cities of Civ A that are NOT connected via land to the small wonder cannot participate in any benefits of this trade.

The reasoning of no air or naval trade is to limit the wait times on large scale scenarios. The AI takes a long time between turns calculating all naval trade routes.
 
Is this in a mod, such as Rise and Rule?
