Currently, you're only allowed to swap the position of two adjacent units. You should be allowed to swap the position of any two units, so long as they each have enough movement points to reach the other's location. This was possible in civ 5, but not in civ 6.
The reason why this is important is because of the 1upt mechanic. if you're at war and have several units on adjacent tiles, you need to be able to move them around while minimizing them getting in the way of each other.
For example, if you have 3 units in a row on the battlefront. The front-most unit is almost dead and must retreat. The second unit (sandwiched between your other two units) is slightly injured and must fortify and heal. The furthest back unit is healthy and must move up on to the front lines. Currently, you are not able to have the front-most unit swap places with the furthest back unit. This causes problems.
