If you want historical accuracy: the reason mankind brought chariots to war instead of riding the horses was because the horses they had available weren't strong enough to carry a man, even less fight because they would get scared and dismount the rider, nor had they came up with a solution on how to fight on top while giving the horses commands (yet). On the civ games you can assume then that the horses shown as a resourse are war horses (a big and strong breed).
Even Roman dogs had their own chariots.and they didnt bother with horses either.
