Say I started a xOTM on my PC. Then I copied the save file onto my laptop to continue playing it. Would this be an OK submission or would BUFFY object to this?

As long as you have BUFFY on both machines, it should work. Please ensure that BUFFY has admin privileges on your laptop and that your laptop is capable of running the game.
