Tactical Nukes

I was in the later stages of a Civ game when I Abe Lincoln decided to start a war with Mana Musa. Once the war started he began to just tacticaly nuke the . .. .. .. . out of me. What part that I dont understand is the range of the T-Nukes are like 4 or something like that but he was hitting cities of mine on another continent. Does any know how he is doing it or how to stop it. Thanks for any help
 
Naval Power and an SDI along with bomb shelters and workers to fix the damage should keep you covered. Other than that I hope you like glowing in the dark.

I don't think SDI is effective against tac nukes, it's ICBM's only it protects against?

But yes, plenty of naval power, destroyers and attack subs in a screen off your coast line and you may be able to intercept and destroy the subs before they can get in range to launch the missiles. If you have a lot of coast to protect you may need a lot of ships though, if you only stack them in two's or on their own the AI will probably pick them off with it's own navy.
 
SDI is only 50% effective against tacs, but you'll still want to build it. A ~37.5% interception rate is a LOT nicer than 0 given the damage taken.
 
I generally keep some airships around to recon my coasts for that very reason. And always check the military advisor before declaring war to make sure there are no units/stacks hanging around near my borders that will cause trouble. Half the advantage of declaring is you can make sure you catch them off-guard. So next time you can reveal their subs before war and destroy them with attack subs or whatever before you let the turn end.
