Taking Tiles In A War

So my neighbour is Pocatello with his annoying great expanse, and he's founded a city close enough to my capital that he's got access to a tile that I wanted to work eventually. I'm currently at war with him, but I don't want that city, just the tile. Is there anything I can do about that apart from popping a citadel?

Gedemon's cultural diffusion mod has a feature where if you step on your enemies role it becomes yours.

So without mods it's first come first served?

The only other option would be take the city and raze it.

Yeah, if you raze the city it'll open up the tile so your culture borders can expand to it. That's your only option other than a citadel.

you can try buy that city xD Never tried it myself thow.
you also can load save and buy that tile
