I haven't experimented that much with the Byzantines but I have tried the IP/RT combo and yes it's good but definately overkill.
With ICS your religion gets strong enough anyway, and combined with IP it puts lots of pressure on other civs.
I'd personally prefer to take two founder beliefs, depending on the situation.
