That is, unless many other cities intend to build workers?

Since I reckoned we had enough workers already, and the second part of the comment seemed to imply you just wanted your city to contribute to the empire, I decided I would do what seemed best for the empire, and the city.

Also, if you want your instructions to be official, you should arrange that with Joe Harker and fed1943, they're responsible for official build instructions.

Back then, at the start of that turnchat, we had 4 cities, and 3 (? I only looked at the screenshots here) workers. All cities had more improved tiles than citizens though. It's not really high on workers, but not really low either.

Now that we have 6 cities (and hoping to add some Spanish soon), it might be time to get some more workers. Hopefully we'll capture some, else, we'll have to build a few. I'd prefer to build some military first though.
Right now, I think only city 6 is under-improved, but that's only because it was founded a couple of turns ago. A worker should be sent there asap.
