Team Captain HQ <> Term 9-10

Currently, some members of Team MIA wish to hold a fake war with KISS for the purpose of distracting the Nuts. This may come under the realm of rule 1.5 - War Happiness

Spoiler rule :
Description: No team or individual is permitted to declare war on anyone with the intent of generating some happiness amongst its populace.

Definition: A team declaring war on another just to invoke a little extra happiness.

Purpose: To prevent this 'feature' from being exploited and retain the spirit of the game.

Verdict: Using this exploit or any other exploit that allows Happiness to be generated in such a way as to violate the purpose of this rule through any means is a violation of this rule.

Punishment Level: Once &#8211; Orange (1+ Turns), Repeat Offense &#8211; Red (1-20 Turns


Thus, we would like to know whether it is legal, illegal, or legal with restrictions, or anything else.

Basically, MIA declares war on KISS, but neither team fights. This is to cause the Nuts to beleive they are safe from attack, when both MIA and KISS will joint attack Nuts. The main aim of the war is to fool the Donuts.
 
Ok - fine with me now that you have made your intentions known. A few pointers:

1. Because you guys don't attack each other, move units in opponent's territory, or whatever, you won't get war weariness (at least for a while).
2. As a result, don't make this war last forever - I trust you guys can make a good guess as to when the war will have served its purpose. Other than that, though, you are free to distract Donut.

BTW - how long do you think this 'war' might last?

My guess (since I am no expert on how long it would take for MIA to get a suitable navy to attack Nuts) is roughly 10-15 turns. Possibly less, depending on how long our team decides we need to prepare a suitable navy.
 
Azza, could you PM a request for a rule clarification, I could have sworn that the rules were changed to allow refugees to be questioned by the new team. If not RM and GA should remind ALL refugees in their new homes that 'Silence is Golden'..

I just read the constitution, and the elections are "open" for at least 48 hours, preferably 72. The new term begins with the start of turn 20. So I guess the polls stay up until 180.
 
As the turns are moving a bit faster, perhaps we should amend the constitution to have the polls open a couple turns earlier.

I would prefer to have a time limit instead of a term limit for these polls.
