How about gift a useless tundra city in your continent to an advanced AI, or leave enough room for AI to build, that way, you will have an easier time to steal tech from it using your spies?
I don't think the AI estimates any city as worthless, they accept junk cities as long as it's close enuf to their capital.
(common strategy when starting close to dangerous AIs like Shaka, Monty etc.)
And from my experience (i cannot proof it ) they never accept them on different continents.
Unless they have 3 or less cities, as Gumbo wrote..but an advanced AI would always have more?
Late to the party here, but the AI will accept any city, anywhere on the map if they have 3 or less cities. If they have more than 3 cities, i believe they will only accept a city if it is closer to their capitol than anyone else's capitol. For this calculation, moving straight 1 tile counts as 1, and moving diagonally counts as 1.5.
There is also some code where the AI can be in "financial trouble." If they meet this condition they will not accept a gift city.
