Temple does not provide 2 happiness

I'm sorry if this has been told before but I experienced this the first time. The religion bonus which gives +2 happiness if you built a temple and have 5 followers does not work in my game. Did anybody else experienced this?
I'm playing as Byzantium.

Please post a save - also check:

1. Has the city the religion (which is giving the bonus) as majority one ?
2. Is it big enough while having not other local happiness sources to make those +2 matter?
