Terraforming

I don't know if it's the proper term to use... but is "terraforming" really that unbalanced to not be included in the game? You know... changing certain tiles into more desireable ones... like deserts to plains, plains to grassland.

I know this latest game is far different from earlier ones, but still, I believe other versions of Civ had this. Couldn't it be balanced just by adjusting the amount of time it takes a worker to complete this particular task?

Is this feature purposefuly not included yet to give more of an incentive to buy another expansion? Not that I have a problem with that... since I've been very satisfied with the games so far. I just hoping it'll be included eventually.

I want to develop all those desert, ice, and some of those tundra tiles very badly! Maybe even do something with those mountains.
 
IMHO Civ4 is fairly underdeveloped at the end game. Essentially, after building railroad you can lay off your workers if you're not a warmonger. All these forest planting and terraforming can simply be made very time consuming and requiring modern techs to avoid easy exploitation, then the game will be less monotonous at the end.

I was borned in Hong Kong. At least half of the lands in this very tiny city came from leveling the hills and filling up the sea. Terraforming is not even something futuristic.
 
Wasn't the airport in Hong Kong build on a man-made island? TV told me so. It must be true.
 
Land reclamation (lots in Japan too, btw) would probably just be covered in city growth. Various mods allow terraforming tiles - FfH does it with spells, and it'll be in the Alpha Centauri mod(s) (though I've not tried any yet).
