Terrain editing?

Is there a way to edit the terrain in Civ I? I like pumping up the population of my cities, and a size 42 (9,030,000) is just not big enough for me. I want to build a city with terrain squares all oases (63 with 20,160,000).
 
One of the members is creating/created a civdos terrian editor.. can't remember who on the top of my head sorry.
 
there is an editor script for CiV.DOS 1 (civilization DOS 1)
for EXCEL'97 up to all newer versions of excel.

every other civ version has a map editor that comes with it anyway.

it's a little buggy
and you have to get used to work with it
but it works at least perfect for those
who want to draw or change maps NOW (and own a proper excel version).
