terrain modifiers

do the combat bonuses for terrain apply to attackers as well as defenders?

for example if i attack from a mountain tile do I have a 100% bonus?


i would like to see expansionistic civs get a bonus for building settlers. it seems that expanionistic is the weakest trait and this could help to balance it out.
