Has anyone seen, or created for their personal use, a program that breaks down each terrain type on a map as a percentage of the total squares? With that I could, for instance, verify I made a map where the ocean square occupies 75% of the Earth's surface, or make certain a particular type of land terrain doesn't dominate.
 
Yep, MapEdit has a "Count Squares" option which will give you a breakdown of the total amount of squares of all terrain types. It doesn't give percentages though.

Another utility that can do it is CivMapGen. Apart from generating maps it can also "analyse" existing maps, and this DOES give percentages for the terrain types.
