Texture Problems

When playing the game my textures are all wire frame, and the text is red and jumbled up, it is not my graphics card for sure, what else could it be, and how should i go about fixing it.

could you post some more details on what machine you have (memory, what card etc.)
Also how do you know that it is not your card, did you upgrade your drivers?

and about my graphics card I can assure you that its more then 64mb which is the minimum, and seeming as ive just had it installed Id assume that the drivers are all up to date

You cannot really assume that your drivers are updated just because the card is new. Regularly the time between the release version that comes with your card and you actually installing it can be over a year and I would check for updated drivers and or firmware on the website of your vendor or card manufacturer.
This really looks like a conflict between your card and Civ4...

well the thing is... my old graphics card broke, so I spoke to a PC repair man who bought me a new card, and i can only assume that he would know what he's doing and put in the latest drivers

well i downloaded new drivers and the problem still exists, but however I have noticed one change for the better. The textures alternate between messed up and normal when ever I build a wonder, so I tend to find that about every 2 wonders built the textures change.

while I don't believe this will help: try disabling wonder movies in the civilizationIV.ini

I am having trouble finding the .ini as I play the 'complete' edition and which of the 3 directories should I look in (Civ4, Warlords or Beyond the sword?)

there is one for each - it might also be disguised as a shortcut with the name Civ4config

I tried the above, and in the config there was no mention of wonder movies

I confused them with the intro movie setting (which is in the .ini) sorry - just to test whether this is really related to the movies at all, you could try installing the static wonder movie pack.
In BtS you can also change the wonder movie quality via the ingame options...
