Cruisin' along, fighting my way across a Big_and_Small map, when I get notified that an enemy frigate destroyed a developed fishery. I clicked on the icon and it took me to the middle of my empire - in a landlocked water area.

Yes, I am sure it's landlocked. And there's no sign of any frigates of any kind. Anyone experienced anything like this?
 
Depends on the size of this landlocked body of water. If it's essentially an inland sea, then an enemy might have a port on it and can build ships. We'd need to see your map.

I think it is 9 or 10 tiles to be a sea, although there may be some other parameters like the presence of seafood to build a workboat. As for not seeing a Frigate, it may have sailed out of view.
 
Maybe a lack of valid tiles (e.g. no open borders) and a sudden change in culture (e.g. conquest) meant that the inland sea was the nearest valid tile this Frigate could move to, and so the game moved it to there?

Like I said, this was in the middle of my empire. Every square around the sea is mine. It's a very small sea, maybe 11 squares total. I can see every tile, and there's no frigate.

I don't think that would happen if we're at war. Every tile of this body of water is under my control (middle of my empire).

Don't have it, moved on. But there was really nothing to see other than a narrow lake completely in my territorial control in the middle of my empire with a clams square waiting for a new fleet of fishing boats. :D Just one of those things, I guess.
