The AI cities, and tile assignment

I don't know if this has been talked about before but does anyone notice some rather odd tile assignments when you take over AI cities. I'm talking about cities that have tiles assigned to them, even though they are outside the working radius, while at the same time they are actually *inside* the working radious of other, neighbouring cities?

I might be missing something here but it if that's how the tiles are assigned in the AI empires, there are lots of tiles that just go to waste because they are assigned to cities that can't actually work them. While these tiles could be assigned to cities around them that actually *can* work them.

Has anyone else seen this too?
 
It happens in your own empire too: cities with large culture output grow into 4th and 5th ring tiles that could be used by other cities. As a human player you hopefully notice and swap tiles between cities (but honestly I check this only a few times a game,so some yields are always wasted, not a great game design I think). I think the AI isn't programmed to check for this though, so they waste even more yields because of this design than human players do. Would be a nice and easy fix for the AI if there's another update.
 
Agree with Bangau. An easier way to keep track of this would be nice, like thinner borderlines for city borders, with a toggle.
 
I tried doubling Russia's territory bonus once, and this happens a ton. I had to swap tiles myself.
Same goes for some pre-set scenarios (which is even worse cuz it's not human/ai player's fault that results in that).
