So far I have only had the ai vote for me as world congress host two times. Both of those times Russia voted for me and we were great friends. We had almost ten positive diplomatic modifiers and no negative diplomatic modifiers. The positive modifiers included helping them become the host in the previous world congress host election. I am not sure whether they voted for me because we were great friend or because I voted for them previously, but I think that it is more likely that my voting for them caused it because they did not vote for me in the next election since I voted for myself in the election where they voted for me, but that was only in one of the games where it happened. In the other game, I voted for Russia in the modern era and the atomic era, but I voted for myself in the information era, and Russia voted for themselves in the modern era, me in the atomic era, and themselves in the information era. If it is true that if I vote for them, then they will vote for me in the next election, it would be good strategy to vote for whoever has the most votes and is your friend if you do not have the most votes.

I have only ever seen everyone vote for themselves so it basically came down to who had the most delegates.

The A.I. will only vote for you if someone took out their civ and then you brought it back,
The "Diplomacy" part of the game comes down to who can buy enough city states.

Or you could actually do the quests like me. Extorting gold from a CS only to gain more influence with another CS is the best kind of quest. So much fun.

I once accidentally got the 'you helped us win the congress leader' modifier because I forgot to click 'commit delegates' on the world congress vote which were all given to myself. Thankfully he was my ally.

Should've taken a photo.

So far, everyone seems to vote for themselves.

In my current game, England is running the whole show. She has 18 delegates. Whatever she decides goes :(

Yea, this is pretty much what happens. Got city states? Your gig, man. Annoying as hell.

I've had to vote strategically before, i've propped up Bismark as a fellow follower of Order when I saw Portugal, a Freedom sissy had 1 more delegate than me. Better an ally as host than an enemy. Got quite the nice diplo boost with Germany too and we trounced the Freedom sissies militarily :3

Bismark also put up World Ideology: Order, which I would have done anyways.

I'm not sure if that special case is even true any more.

However, I've had them vote for me as host on several occasions. I don't know if they're clever enough to work out that they can't be host, but they can help someone they like beat someone they hate.

How does an AI define someone they "like".

I hear 'ya! I can't stop Liz and though I've got cash and stuff, I have nowhere enough to get that many votes to topple her. I'm guessing I will have to go to war and just wipe her out :(

I had poland running the congress for a while. I sacrificed my happiness for a while and traded my luxuries to everyone else to secure their votes. Put a diplomat spy in a capital and you can trade for civ votes. Takes 5 turns for them to set up, so you can move them a few times before a congress convenes. Then get a few CS's. Probably really only doable early on

You have to play the diplo game against her! Get some allies and force your agenda!

^^I ended up getting some allies. And the wine ban against me got repealed :)
