The Colossus...Does it work?

Coming back to this treat, just built colossus, and only increase the ones with only one tile, the ones with 2 stayed with only 2. Its because of Despotism?

Yup, that is despotism "side effect" (Anything producing 3 or more "loses" 1). So under (for example) Monarchy government it would gain +10 extra in total.

Yes. This is also one of the many reasons why you should aim to leave despotism ASAP. Anarchy also suffers from the despotism penalty, but as a republic your nation can flourish.

I read Monarchy could sometimes be even better!

No, for your nation to flourish you need the commerce bonus of a republic. Circumstances favouring monarchy are rare and those are not the circumstances in which your nation will flourish anyway.

That is true, but in most instances that does not matter. And the instances in which it does matter, do not really matter. WLTKD is nice, but it is also a misallocation of scarce resources. Most efficient is when your people do barely not riot.

The only "relevant" exception would be the score, but in my opinion it is rather meaningless.
