The Dutch won't talk to me

I am in a Democracy and I am currently at war with the Dutch (They started it when I politely asked them to park their calvary elsewhere). The war has gone well for me (captured 5 cities including their capitol, oil, rubber, and coal resource) thanks to the fact I have tanks and bombers and they don't, but most of my small cities are in revolt. My luxury slider is set to 80% and my science development has all but stopped. I have taken all the cities that I originally wanted and crushed the bulk of the once proud Dutch army, and I would be willing to rebuild for a few turns in exchange for Espinage from the Dutch, but they won't even speak to my envoy. Any tips for getting their attention? I'm playing on the Regent level by the way. Also since I believe that I am winning why does my Joan of Ark look so bad (bald standing in a waste land)?
 
You've done pretty much all you can to get their attention. Taking cities usually does the trick. Although you'll find that you have to wait aroudn 8 turns after war broke out until thye accept an envoy :)

The picture of your leader does not change regarding how well/poorly you are doing, although it does change at the start of each era. That is supposed to represent what she'd look like in modern times :) (crazy hippy ;))
 
Yeah just try every turn, he may still be annoyed you took over his cities :-). Also if war weariness is a problem, maybe switch over to a different government or starve the problem cities a bit, or do what I usually do, go on a rampage and totally take the Dutch out, this way you're not at war and the ppl can't complain about the agression against their mother country.
 
the dutch are doing a good job. while u are spending 80% of ur income to happiness and ur research has come to a stop, u are the one desparately needing peace.
change ur government to monarch or communism. u will have their attention pretty soon.

edit: why are u spending 80% on happiness? i don't remember ever having to do that. if u are having democracy u should have sufficient tempels, cathedrals, etc. to ensure a certain degree of happines. and don't loose to many units, don't let the dutch threaten ur cities. all these things make ur citizens unhappy.

There's only one thing to do in that situation - take more of their cities till they are willing to talk, or are exterminated. Signing in other civs in alliances against them would help with the later.
 
Yes but signing an alliance is a bad idea if you want to make peace because it forces you to keep fighting for another 20 turns, when you probably can't afford to do it. Just keep trying for peace and keep attacking them. Don't raze as it will make them not want to talk for several more turns.
 
don't move luxury over 20 or 30%. instead dedicate more citizens in troublesome cities to entertainers.
 
Thanks for all the responses. A couple of more cities and the Dutch came around. Unfortunately for them I signed a mutual protection pact with the English who promptly attacked the Dutch and forced me back into war with them. I quickly goobled up all the Dutch cities except one which the English and German's seemed to be protecting between their borders far away from me and the Dutch again wouldn't talk to me. I had to sign a mutual movement pact with the English to take them out. I won the game with the space race, guess I'll try Monarch next time.
 
Usually though I find that they talk after a certain period of time rather than because of how many cities you have actually taken.
 
usually i avoid war when my government is democracy. signing a mutual protection pact is the worst thing u wanna do if u don't want a war.
 
I understand the idea and feel that it is useful although perhaps nations that are brought into an unwanted war by a MPP should have the option to sign peace much earlier.
 
I've had a game where the celts wouldn't even talk to me even though i had an army standing outside their last undefended city. I wonder why they just wouldn't bow
 
There has always been a thing where the AI may not talk to you near the end of a war. Then if they have a settler on a galley somewhere, you are stuck in a war with no way out unless you get an AI ally or accidently find the galley.

Not sure, but it might have to do with how many cities you razed.

Funny you mention it, I didn't raze a single city in that war. And it was them that declared the war BTW
 
I think the previous poster was probably right in saying that if the AI is too annoyed with you and feels that you can't actually kill off the civ then it will prolong the war to hurt you with war weariness.
 
I had the same problem with the Dutch. They are agressive sometimes. They declared war and then never wanted to talk peace. My citizens revolted against democracy! They were on another island i was not prepared for an overseas war, so I opted for a friendlier government type.
 
It depends largely on how often you were at war with a certain civ. The first time they will talk after 4 to 6 turns (depends on how much you hurt them). The next time will take longer and it may come to a point where you have to wait 20 turns. Especially when it's a war where both sides don't gain a lot.
