In the conquest The Fall of Rome....how can you rally all the other barbarian tribes (celts, osgoths, etc...) to fight against Rome if in the trade offer screen the Military Alliances don't show up...how can you enable this to show up, to start the all out war on the Roman Empire?

You need writing to establish military alliances.
Go to the civilopedia and it will explain it.

Cool I just started with the celts.
My strategy is to build the land I have with more workers and some city improvements and go the non-barbarian way in science.
The curraghs are set out with a raider on board to meet other civ so I can trade techs, hoping the AI will take the barbarian path.
Never played this scenario, so I'm curious. Would like to know what it's like to play with the Romans/Byzantines.
 
Yea, it's sad they don't have them as playable..I played as Persia (which is civilized from the start) and what sucks is the barbarians will randomly declare war, then gang up on you no matter if they're polite or gracious...it gets annoying because of the warlords they dump out

You can easily enable this in the editor, I seem to remember reading a SG where they did this, but I can't remember what it was called.

Not a modder at all, so don't know what to look for.
I took a look, but couldn't find it.
 
Scenario Properties --> Players. set the romans to have the "Human player" box enabled. That should let you pick them on the setup screen, make sure to save it as something else, or it will save over your original .biq.

I made the scenario now that you're Rome, the Empire has still not been split in half (I made all Eastern Rome cities Western Roman).
It's my first try, I'm thinking of a Government that's user friendlier (now we only have Tribal and a corruption loaded Imperialism).
Maybe I'll add a Roman-only tech line (like the barbs have) for Legionaries, like the one in Rise of Rome.
I have now idea how, and I've read someone made it before, but I can't stand the search function here.
Anyway. It's a project - and I just got offered a new job, so who knows how little time I will have for it :D.
