I started building the Panama Canal on Pergame, then on the same turn I started building two industrial zones adjacent to the wonder, one on Pergame and one on Olympia, then I changed back to the wonder in Pergame and back to a Renaissance Wall in Olympia. A few turns later I noticed this:
Both Industrial zones are marked as complete in the menu, even though they still under construction. I can't select them to resume their construction. I didn't spend any production on them, I only started building and switched back to other stuff on the same turn.
I'm uploading a save on turn 90, 1 turn before I started the wonder and both IZs (don't mind the map tacks, they're misplaced), and a save on turn 93, which is the earliest save I have after that happened.
