I only built it once, but I was playing as the Kuriotates so it's effect was not all that outstanding.
 
I don't think I've ever built it either. It shouldn't be easy, though. It's a useful wonder and costs very little, and catching the animals has no opportunity cost. All you need is a recon unit with subdue and luck.

I don't know it is working as intended but you do get a free carnival in every settlement and that means you can work your one population point as a bard. A bard that actually gives 4 culture each round. With the 20% extra from the carnival and maybe some more from civics the settlement will increase its border in 2 turns. Don't tell that isn't very powerful for the Kuriotates.

You can in essense make a culture war against your opponent for only the cost of the settlers. Whats more there is the free commerce from trade routes and whatever extra can be gained from civics on your bard.

Maybe Caste System can work the same way?
