In original BTS, the happiness uplimit of a capital is usually 5, so it is not a big thing to suffer from 2 temporary unhappiness for a while. But in HR the happiness uplimit is only 2, 2 unhappiness become fatal, is there something can be adjusted for this event?

I agree with you, bu the third option is still too painful now
