The new Civ of the weak... I find it odd that the Japanese are given the Wheel as a free tech... during their history the use of the wheel was outlawed for a period of time...

Nope:

In Civilization III, the Japanese are considered a Militaristic and Religious civilization, therefore, they start with The Wheel and Ceremonial Burial...

The Aztecs start with Warrior Code, thus differentiating the two Civs that share the same abilities.
