This from the CFC main page from a day ago I think. Note: Civ flipping=city flipping

Morris touched on the ability to flip civs to your side via your civ's cultural status. "We really thought that was a neglected aspect of these Civilization-type games, was the non-military, non-commercial functions," says Morris. "If you're a major cultural power with a lot of libraries or wonders, things that generate a lot of cultures, next to a culturally weak civ, that civ might 'flip' to your side and defect." However, Morris added that fans tend to either love or hate this feature, so you'll be able to enable or disable it in the scenario editor.

There. Are ya happy now?!???!??!?? You will have the option to disable it. PLEASE, let this be the last thread on the subject.

And yes, I've noticed the strange AI stupidities at times, like declaring war when they only have 1 city, then wanting peace because you're just too far away (and giving you their just built 2nd city).

It is a term coined by Zouave to describe the AI sending hordes of settlers to found cities in you open spaces where your culture has not covered up.
An example of this would be in the civ 3 demo game where Robinville was founded.
There was an open spot there and the AI could have sent a settler into the borders of our land, we would have told them to get out. Then they would magically appear on that open spot where Robinville was founded. Presto, we have a Chinese city there and they can have Saltpeter.
 
Since I finally gave in and started using warmongering tactics I've actually come to like the AI's settler diarrhea. It simply means I get to beat on my neighbours more effectively by racking up higher numbers of city conquests which in turn seems to net greater rewards when fleecing them during peace treaty negotiation. :mwaha:
