Was this the SNES version of this or does anyone know of an earlier version.

It was released on the PC before the SNES version.
The true first Civilization game, however, was actually a board game by Avalon Hill. It's out of print now, so it's tough to find, but it's a great game.
You want about 4 people, and a good 12 hours to play a game. It's very non-miltaristic. Only one type of unit, and you put 6 of them in one territory to build a city. Cities get you trade cards, which you trade to the other players, and turn in sets to buy new technologies. First person to reach the iron age (iirc) wins.
The trade is the key to the game. You have to make allies and rip them off to win.

How many times do I have to point out that Civilization, the computer game, is NOT based on Advanced Civilization, the Avalon Hill board game! They share little more than a common name and the fact that they are both strategy games. There is, in fact, a computer game version of the board game called "Advanced Civilization", which I have played.
