The tactic may be a bad example. I'll try another:
10 people wish to research Pottery, then Bronze Working, then Iron Working
10 people with to research Bronze Working, then Iron Working, then Pottery
11 people wish to research Ceremonial Burial, then Horseback Riding, then Pottery
The wish of the people is that 3 techs onwards, we have Pottery, Bronze Working and Iron Working. This is what the majority wants. What happens, however, is that we start researching Ceremonial Burial, then we research Horseback riding (as it will win the second vote 11-10-10 against Bronze Working and Pottery, then Pottery (as it wins 21-10 against Bronze Working)
