The procedure entry point error? Help please.

trying to help a friend get into the civ series, gifted him the Gold Edition of the game on steam a couple days back. unfortunately he's been having problems starting the game.

when he runs the game, there is only the option to load the game with directx 9. and when he does get this error

"The procedure entry point GetLogicalProcessorInformation could not be located in the dynamic link library KERNEL32.dll."

he's running XP, tried installing dx10 and rebooted but "Directx 10 & 11" option is still un-selectable.

solutions guys?

Regarding the GetLogicalProcessorInformation error, make sure that your friend has installed Service Pack 3 for XP and is up-to-date on all Windows updates and patches. If he is current with Service Packs and such, then uninstall and re-install the game. If none of this helps, then please post his DxDiag file.
