Maybe in the south the lynching of black people wasn't?

not so much that it wasn't illegal.... but more that the law enforcement was racist and let it happen (or so I would think)

It wasn't that they were trying to make it illegal so much as enforce the existing laws, I think. You know, like the guy right above me just said.
